when killed by police than non-blacks,
according to a new study of nationwide data.

This risk also appears to increase in police departments 

with a greater presence of non-white officers, report the researchers.*

A key finding of the study is that nearly 60 percent of black women killed by police were unarmed at the time of the interaction.

The study is the first in a series of reports from the ongoing Fatal Interactions with Police (FIPS) research project, which includes contributions from public health and biostatistics

DECYNTHIA CLEMENTS: THE LATEST MENTALLY ILL BLACK WOMAN MURDERED BY POLICE

There's a 18 minute video. You watch the entire thing if you want, or the last two minutes. 

The police officers discuss this woman they've chased in a slow car chase.  They know Decynthia is mentally ill, suffers from hallucinations. Even if they hadn't been informed, they can see something is not right with her head. 

In the video, they talk about using rubber bullets, tasers, etc to avoid killing her. Yet when she gets out of a car that she has set on fire while still sitting in it, at least one of them has a gun with real bullets trained on her.

Half a second after DeCynthia Clements gets out of car, one of them shoots her in the head....because she's got a knife that isn't anywhere near to cutting any one of them.

This is what happens when white supremacists, some of whom don't know they are white supremacists, cannot see black people as human beings in need of help.

BETWEEN CHARLEENA LYLE AND CHARLIE SHEEN LIES RACISM, CLASSISM, GREED, AND CALLOUSNESS

Charleena Lyles called police because she thought somebody broke into her home. Mentally ill and pregnant, police shot and killed her in a home full of children. Police are, once again, stating that they were just defending themselves.

According to her family and police records, Ms. Lyles wrestled with significant mental health issues. An audiotape reveals officers discussing her police and mental health history immediately before the shooting. 

Seattle Police Department officers had been called to her residence more than 20 times before this Sunday, with mental illness often figuring in those encounters. 

The department had placed an officer caution on her address for this reason, meaning officers should be on alert for dangerous behavior from her.

When I was a kid in grade school, the teacher told us what policemen did for a living. One of the things the white teacher said is "The policeman is  your friend." Having seen footage of police with black civil rights protesters, I knew the policeman was not MY friend.

But when I was little I thought it was the old people with old views that were bad. I thought my generation was going to be so much better because we saw each other day to day and knew each other. That was before I realized that little white Suzie and I could be looking at the very same event at the very same time and be seeing totally different things. 

I cried because I saw innocent people peaceful requesting their rights as U.S. citizens being attacked by white police officers. Little white Suzie cried right beside me wondering why black people won't behave so they won't have to be treated so harshly.

I was in my teens before I realized two people could be sitting side by side and crying over having witnessed two totally different things.

Before I realized little white Suzie was seeing life very differently than I was, all occupations were open to me -- princess, doctor, lawyer, superhero. I had an endless list. Things dropped off as I got older.

When I was a little older and saw a television news report where a police officer followed a suspect into a dark alley, I knew my being a police officer was out of the question. 

There was no way I was going to risk my life in such a direct way for strangers

I realize now that I had no idea that there were a bunch of little white boys sitting all around me thinking something totally different. Such as:  

1) 'I'm going to become a police officer and protect the public. 

'2) 'I'm going to save my own life first before I do anything else...'especially if the person I'm supposed to protect is not of my own tribe.

Cops, mostly white, have been making choice 2 be made over and over again. 

This is why Philando Castile is dead.

I'm not exactly sure this is why Charleena Lyles is dead. But I feel certain that a lack of empathy born of lack of concern for those not of my tribe is at the root.

The shift away from hospital treatment of mental illness was not matched by an offsetting commitment to fund the health care people needed to live on the outside. Medicaid reimbursement rates are so low that it is difficult to find providers who will accept it....

I'm sick and tired of white run newspapers trying to tell us that police officers are simply untrained when it comes to the mentally ill. This may be true. But so what? This is less than 33% of the story most days. 

Charleena Lyles didn't wind up encountering police because her out-of-control behavior drew them when she died. She called the police for help. She called them over and over again for help. 

Maybe something inside her knew she needed help

• Two Seattle police officers went to an apartment police had been to 20 times before. 
• Charleena Lyles was known to be mentally ill, so 
• The Seattle Police marked her address in their system so that police officers would know to expect dangerous behavior from her  

In other words, the local police department marked her address so as to know they should protect themselves but they didn't do it. They put themselves in a situation where they didn't search her, couldn't get back to the door and get out of her space, and wound up shooting their way out --past a small pregnant woman with a knife.

Hard to imagine this happening to say...Charlize Theron, isn't it?

• If you know a person is mentally ill before you get there, then you know you are going to have to take special precautions to stop her from escalating things --even if you haven't had training to know exactly how to do that.  
• If you know a person is mentally ill before you get there, then you know that you may wind up having the protect that person from themselves AND yourself too

Police had been to Lyles' home just two weeks before, on June 5th. A police officer had to talk her into giving up a pair of scissors she was using to threaten them.  

The police report of Lyles' June 5 arrest states that she allegedly threatened two police officers with “a pair of extra-long metal shears” while they responded to a domestic violence call she made at her home. The report, written by responding officer Davidson Lim, says both officers were "eight to ten" feet away from Lyles, who was sitting on a couch, and had their weapons drawn to the “low ready position” when he arrived. The suspect, allegedly a former partner of Lyles, according to her lawyer, had already fled. Lyles allegedly told the two officers that they would not be able to leave the room.

At one point, her 4-year-old daughter climbed into her lap. During this time, Lyles allegedly made statements about turning into a wolf and cloning her daughter. Lim says he eventually convinced Lyles to drop the shears and called her family, who later arrived. He arrested her and took her to the King County jail. 

“After talking with Lyles' family, we learned that Lyles has experienced a recent sudden and rapid decline in her mental health,” Lim wrote...

Lyles was talking about turning into a wolf and cloning her daughter. 

1) So how did Lyles still have custody of her children? (Was it just about the money? Not enough medicaid money to put her in a mental health facility where she belongs? Even so, what about her children?) 

This is a sign of total lack of concern for black bodies all by itself. And it's just luck one of the children wasn't shot.

2) And why would an ordinary person, much less a cop, let someone who is mentally ill get between him and the door without searching her -- especially if that mentally ill person had to be talked out of scissors the week before?

The police caution as to be on the look out for dangerous behavior should have stopped this from happening all by itself. 

I think they key to understanding police officers killing the mentally ill is to understand the mindset of the police officer once he reaches a black neighborhood. 

Believe people's actions not their words. 

These police officers are behaving as if protecting their own lives is first and only priority --whenever they encounter a black person.

Incompetence is always made worse by a callous lack of empathy.  And some of that callousness is based on racism and likely classism too. 

For example, do you really believe this "police officers aren't trained" bullsh** would fly if Paris Hilton wound up dead on a the floor because she got high and picked up a kitchen knife...much less is she has some sort of psychological break down?

If you do believe cops would treat Paris Hilton the same way as they treated Charleena Lyles, please do recall that Charlie Sheen was running his white ass around with a machete in public when he was out of control and stoned. The police were called and they did not shoot him.

Things may have gone down exactly the way the Seattle Officers said it did. But they didn't use the precautions they should have to avoid having to shoot a mentally ill pregnant woman who was with her children at the time. 

And if white folks really cared about somebody aside from themselves and their money, in the form of tax dollars, Lyles would have been committed to a mental hospital on June 5th -- two weeks before cops trapped themselves in a mentally ill woman's apartment and wound up having to shoot their way out. 

Despite repeated previous mental health referrals and the involvement of Child Protective Services, she was alone with her children on Sunday, in distress and with nowhere to turn but 911. 

Ms. Lyles’s situation is not unique. People with untreated mental illnesses are disproportionately likely to attract police attention. The combination of mental illness, racial segregation and poverty is particularly likely to result in police contact, often leading to arrest. In fact, a 2006 Bureau of Justice Statistics study revealed that 24 percent of state prisoners report a history of mental illness...

Bullets first and sorrow later is reserved for the mentally ill when bodies are black, especially black female bodies.

We know what happened to Charleena Lyles, give or take a few specifics. Cop just think it was justified when it wasn't. The shooting being justifiable is what we're arguing about. 

These cold-hearted bast*rds, unable to see black people as human, are actually arguing about Lyles being at fault because she filed a false police report...when she thought she turned into a wolf two weeks back.

Charleena Lyles kept calling police because she needed help and attention. She didn't get it. 

So what we're truly arguing about, what we're protesting, is the same thing as always: Black Lives DO Matter. 

THE SANDRA BLAND ACT PROPOSAL

• Sandra Bland was arrested for a failure to signal after, she said, she was tailgated by a police officer. She moved to get out of his way. He stopped her. He provoked a fight on dashboard cam over her continuing to smoke a cigarette. He cuffed her and yanked her around during the arrest then said Bland was the aggressor. Bland had been on her way to a job interview. After two to three days in jail, Bland was found dead in her Waller County Jail cell. 

•  Her death was ruled a suicide by hanging but some have doubts.

State Rep. Garnet Coleman, D-Houston on a proposal that some are now calling THE SANDRA BLAND ACT. Basically THE SANDRA BLAND ACT calls for changes to what it is legal and illegal for cops to do when making a minor traffic stop.

"Although it's legal, it doesn't make sense for someone to be arrested because of a traffic violation or for a stop like Bland's to escalate into an arrest, Coleman said....

If a driver's tail light is out, or they cross over the yellow line, no matter how briefly, "the law says they are jailable offenses, so we have to remove that from the statute....[Encinia] "was well within his right to [arrest Bland], and that's where we're running into the problem...It's baked in the cake. Injustice is baked into the cake."

Other proposals from the committee include eliminating consent searches and raising the threshold for stops to something higher than the current "probable cause" and "reasonable suspicion." "

On Monday morning, Korryn Gaines joined the growing list of black people killed by police this year. Baltimore County police officers shot the 23-year-old mother inside her suburban Baltimore home after arriving to serve her a warrant for failure to appear in court for a traffic violation. Police officers say they shot Gaines, who was cradling her son, because she pointed a shotgun at them.

In the immediate backlash over her death from the wider black community and activists, The Washington Post reported that Gaines might have suffered from lead poisoning as a child, which can lead to cognitive and behavioral disabilities. She also appeared to be suffering from some sort of mental breakdown in the months leading up to her death.

In what scenario, when you're white, do you not get taken to a hospital after your car flips over?

Speeding?

I say you get taken to a hospital if you're white.

Meth high?

I say you get taken to a hospital if you're white.

Drunk?

I say you get taken to a hospital if you're white, even if you ran over a white child just before your car flipped over. (Sandy Hook has proven white children don't matter THAT much either)

But maybe it's just me.

Not only do I want to know the circumstances of Symone's going off the road. I want to know what happened to white people who were wild and mild car accidents for the last 3 to 5 years.

Just call me curious.

Symone might have died anyway. Whatever happened to her might not have been caught at a hospital if she died weeks later. But a hospital would have given her, at 22 years of age, the best chance for being alive right now. When people see you as fully human they take you to a hospital. But when white people do not see you as fully human, historically, they haven't taken us, people of color, to a hospital.

Is this more same ole, same ole? If so, can somebody do something about it. This is 2016. What excuse can they possibly have for not taking this woman to a hospital?

I almost hope some facts are missing. I almost hope somebody took her to a hospital and forgot to write it down where it's supposed to be -- and everybody's missed it so far because I am questioning the humanity of the officers involved and the humanity within the police system itself...again.


I am trying to imagine what a car that has flipped over several times looks like. And now I'm  adding another layer of imagination, trying to imagine my worst enemy in the wreckage, looking none the worse for wear but having more than a 5th grade education, wondering about internal injuries. I'm wondering how I could tell myself NOT to take my worst enemy to an actual hospital for all the tests possible.

I don't have that much imagination.

I need more information. I hope you do too. 

CLEVELAND PROSECUTOR VOTED OUT OF A JOB, BLACK VOTES MATTER

Timothy McGinty WAS the Cleveland prosecutor that failed to get a conviction of Officer Michael Brelo.

You may not remember Brelo's name. But you probably remember hearing about him standing on the hood of car and firing no less than 3 dozen bullets down into two unarmed people, Malissa Williams and Timothy Russell over what sounds like a car backfiring.

He and cops on the scene were so scared of the sound that they fired a total of 137 bullets into these two black people.   

And then a judge dismissed the case against Brelo.

Whether McGinty flubbed the case or not, McGinty did file an appeal of the Michael Brelo decision. However, as others in the main stream media have pointed out, McGinty knew that double jeopardy applied and that this would prevent his appeal from changing the reality that Brelo was not going to see the inside of a jail cell.

How does one fail to get a conviction in case like this? Judge or no judge, is it even possible to fail at appealing it when cops fire 137 bullets over a misfiring car sound in the distance? And Brelo stood on top of the car and fired down into it--- clearly indicating he was NOT afraid of anything, as exposed as he would have been....had Malissa or Timothy been armed.

Timothy McGinty is also the prosecutor who declined to file charges against Frank Garmack and Timothy Loehmann, the incompetent police officer that murdered Tamir Rice seconds after arriving on the scene of a playground.

McGinty was one of those that said Rice looked like an adult, like he was trying to make the defense attorney's case.

Last month, Cuyahoga County Prosecutor Timothy J. McGinty's office on Wednesday announced that the Ohio Attorney General's Office will take over the investigation into the Cleveland police killing of Tanisha Anderson.

SANDRA BLAND CASE: GRAND JURORS IN TEXAS DECLINE TO INDICT JAIL STAFF

Grand jurors in Texas declined on Monday to indict anyone in connection to the July death of a Chicago-area woman, Sandra Bland, who was found hanged in her cell at the Waller County jail, one of the special prosecutors assigned to the case said.

Many activists have called for charges against Brian Encinia, the Texas state trooper who arrested Ms. Bland after a routine traffic stop in Prairie View, northwest of Houston, turned contentious.

...Mr. Jordan, one of five special prosecutors in the case, [said] “The case is not over. That’s what I’m stressing right now. The case is not over.” [He] said Monday’s decision not to indict anyone related only to Ms. Bland’s death and to the conduct of the jail staff.

Again, the grand jurors refused to bring charges against the jail staff.  However, I'm not that hopeful about a criminal case being brought against Officer Brian Encinia either --not in Texas.

But I am hoping that the 2017 civil case will bring the family some measure of Justice. 

And while it's too much to hope that Black Lives Matter will be successful in breaking the police union's ability to blackmail cities into paying the entire bill for bad cops before Bland's civil case goes to court, I can hope that we can shine enough light on this case that Officer Brian Encinia becomes too much of liability to keep on the payroll.
By the way, it ain't magic that these cop killer cases keep going to court just before the holidays. The Eric Garner court decision of no indictment was handed down between Thanksgiving and Christmas, in the first week of December. The Mike Brown court decision, of no indictment, was very near Thanksgiving, on November 25 2014.  And I tend to think that the "prosecutors" are going along with this timing. Now that I think about it, the first of the Freddie Gray Trials started between Thanksgiving and Christmas too; I wonder if the officers who beat Freddy Gray will just happen to be tried near the holidays in 2016.

The powers that be are getting a little smarter though. This time the grand jury for the Sandra Bland case came back out with their decision and we're only 4 days from Christmas instead of three weeks to a month out -- which decreases the chances multiple protests dramatically, doesn't it?

The one I really want to see in jail for his abuse of power is Officer Brian Encinia anyway. Yet that seems out of reach as well. I guess I'll pray on Christmas day that the special prosecutor manages to throw a Hail Mary in January 2016. A miracle is probably what it will take for Encinia to pay and cops across this nation to stop arresting people they don't like based on skin color, or not performing obedient slave behavior, or not performing demure female behavior.

NATASHA McKENNA: NO CHARGES WILL BE BROUGHT AGAINST HER KILLERS

"On Tuesday, a chief prosecutor announced that no charges will be brought against the deputies involved in McKenna’s death. According to Raymond F. Morrogh of Fairfax County, Virginia, the officers acted within their rights when they tried to subdue the mentally ill woman.

Even though her hands and feet were cuffed and shackled, six officers in biohazard masks were brought in to subdue her. One of them used a Taser to deliver the four deadly shocks that stopped McKenna’s heart within minutes. Medics were able to revive her that day, but McKenna died several days later — leaving behind a 7-year-old daughter.

A medical examiner later concluded that she died of excited delirium, a dubious condition the medical community does not officially recognize but is nevertheless used as the cause of death for many victims of police tasing. 

Legal experts claim the term is used to downplay officers’ deadly useof stun guns and physical force."

PRAIRIE VIEW, Texas — City council members here said they hope renaming a road that leads to Sandra Bland's alma mater in memory of her will serve as a constant reminder of the injustices they say she suffered in Waller County.

They also hope it's a reminder for law enforcement to always follow best practices when making stops on University Drive, which will become Sandra Bland Parkway for three to five years before the council votes on the matter again.

The Death Of SHELLY FREY

"In what certainly appears like a case of “not necessary,” 27-year-old Shelly Frey was shot and killed by an off-duty deputy after he suspected the Houston mother of two had shoplifted.


Frey was reportedly perusing the Walmart with friends Tiasa Andrews and Yolanda Craig when Louis Campbell, a 26-year veteran of the force, approached the ladies about shoplifting. The trio then ran off into the parking lot where Campbell followed them. The chase escalated to the point that Frey got into her car to speed away and Campbell followed. Shortly after, he fired, striking Frey in the neck.

He claims that he eventually drew his gun because he was “between the car door and the driver’s seat and feared for his safety.”

THE DEATH OF ALESIA THOMAS: Killed While Handcuffed

Yes, another black woman has been killed by police while handcuffed.  

One of her  murderers, Officer Mary O'Callaghan, was tried and found guilty of assault. She faces a maximum of 3 years in prison.

Alesia Thomas, described as mentally ill in one article and as a drug addict in another. Thomas did what I would have told her to do... if I'd known her and she had asked me.  She took her children to the police department and left them there because she didn't feel like her children were safe with her anymore. 

The police arrested her for this.

O'Callaghan was one of the officers that beat and kicked Thomas while handcuffed. Thomas eventually died.  



A bigger question for me is this: Why is Alesia Thomas's name missing or scarcely a part of  the Black Lives Matter
Movement?

Why do I keep hearing about black women for the first time when there murderer is either set free or given a slap on the wrist? I keep hearing about these black, unarmed, and then dead women two to three years after their deaths. 

Is it that black females don't matter?

Or is it that the mentally ill don't matter?

Or is it that poor, mentally ill, black females don't matter?
